Module 0: Orientation

Lesson three is about the book you are allowed to open: FIFA’s study pack. What’s in it, where everything is, what the exam leaves out, and how this course fits around it. We will also be honest about what this course is, and isn’t.

The study pack says every exam question is based on its first chapter: seven FIFA regulations and three FIFA materials, two on safeguarding and the Ethical Recruitment Guide. The Football Agent Regulations. The transfer regulations, known as the RSTP. The Clearing House Regulations and the Football Tribunal’s Procedural Rules. The Statutes, the Code of Ethics and the Disciplinary Code. And FIFA’s Guardians safeguarding toolkit, its Safeguarding Essentials course and its Ethical Recruitment Guide. Chapter two (circulars, the FAQs and FIFA decisions) is there to help you understand the rules. The FAQs date from 2023, so for how the exam runs, the Exam Rules take precedence.

In the exam you search the study pack on screen, so knowing where each document starts is worth more than memorising any one page. Here is the January 2026 edition, one thousand and ten pages long. The Statutes start on page seven, the Disciplinary Code on forty-eight, the Code of Ethics on one hundred and twelve, the RSTP on one hundred and fifty-nine. Then the Procedural Rules, the Clearing House Regulations, and the agent regulations from page two hundred and sixty-one. The FIFA materials, including the new Ethical Recruitment Guide, follow. The 2027 pack will be paginated differently, so learn the order too.

Suspended rules are not examined

The study pack says the exam will not feature the FFAR provisions suspended by circular 1873.

They include the fee cap, the rules on paying fees, the ban on dual representation and some reporting duties.

This course marks each one on a purple slide, so you know what to skim.

The CJEU ruled on the FFAR in July 2026. Check the 2027 pack’s introduction for what it leaves out.

One sentence in the study pack’s introduction saves you real revision time: the exam will not feature the provisions of the agent regulations suspended by circular 1873. Those include the cap on service fees, the rules on how fees are paid, the ban on dual representation and some reporting duties. You still need to know that they are suspended, but not their detail. The Court of Justice of the European Union ruled on the agent regulations in July 2026, so check the introduction of the 2027 pack for what it leaves out. Throughout this course, every suspended provision is flagged on a purple slide like the ones in module one.

FIFA’s pack for each exam has so far printed the editions in force that January: the 2026 pack has the January 2026 Procedural Rules and Clearing House Regulations.

This course teaches enacted editions that take effect on 1 January 2027, with every change clearly labelled.

FIFA’s January 2026 pack says rule changes made after it is published don’t affect that sitting’s exam.
