1. Mateo Quiroga, a 23-year-old Uruguayan midfielder, plays for Puerto Norte FC, an Argentine club. In February 2026 Almstadt SV, an Austrian club, enquires about signing him, and his former youth coach, Hernán Cordero, who holds no FIFA football agent licence, offers to negotiate the transfer for him in return for a percentage of his future salary. Mateo signs Hernán’s written agreement that evening. In March 2026 Clara Weiss, an Austrian football agent licensed by FIFA, phones Mateo, and he agrees orally that she will negotiate the same transfer to Almstadt SV and that they will sign the paperwork later. Which of the following statements are correct?

  1. Hernán’s conduct falls outside the FIFA Football Agent Regulations, as article 2(1) applies them only to football agents licensed by FIFA and to the representation agreements they conclude.

Correct: B and D. Article 12(2) lets only a football agent approach a potential client or enter into a representation agreement with one, so Hernán, who holds no licence, breached it (B). A is wrong: article 2(1)(b) extends the Regulations to any conduct connected to an international transfer, such as Mateo’s proposed move from an Argentine club to Almstadt SV in Austria. Article 18(2)(a) bars a client from engaging or appointing an unlicensed person to perform football agent services, and article 18(1)(c) required Mateo to satisfy himself that Hernán was licensed before signing (D). C is wrong: article 12(1) allows Clara to perform football agent services only after a written representation agreement has been entered into, not once the transfer is signed.

2. Tobiasz Wrześniak, a Polish player born on 10 September 2009, plays in a Polish club’s academy, and his mother is his sole legal guardian. A Czech club wants to sign him, and under the law applicable in Czechia he may sign his first professional contract from the age of 17. In April 2026 four football agents contact him about the move: Corin Aldous after the academy director authorised it in writing, Nadège Fourcroy after his mother agreed by phone, Emil Stråvik after his mother signed a consent letter, and Paolo Ingrassi, who messaged Tobiasz and obtained his mother’s signed consent the next day. Which of the following statements is correct?

  1. Emil complied with article 13(1) of the FIFA Football Agent Regulations, as he contacted Tobiasz within the six-month window and after his mother’s prior written consent. (Articles 13(1) and 13(3), study pack p. 278) Correct
  2. Corin complied with article 13(1) of the FIFA Football Agent Regulations, as the academy director’s written authorisation stands in for the consent of the minor’s legal guardian.
  3. Nadège complied with article 13(1) of the FIFA Football Agent Regulations, as the mother’s consent was given before the contact, and the article does not prescribe its form.
  4. Paolo complied with article 13(1) of the FIFA Football Agent Regulations, as the mother’s signed consent, obtained the day after his message, covers the whole approach.

Correct: A. Article 13(1) allows an Approach to a minor no more than six months before the age at which he may sign a first professional contract under the law where he will be employed, and only once prior written consent has been obtained from the minor’s legal guardian. Tobiasz turns 17 on 10 September 2026, so April 2026 is within the window, and Emil acted on the mother’s signed consent (A). The academy director is not Tobiasz’s legal guardian (B wrong). A phone agreement is not written consent (C wrong). Paolo’s message was itself an Approach, made before any written consent existed, so consent obtained the next day does not satisfy the rule (D wrong). Under article 13(3)(b), an agreement with a minor is enforceable only where the agent complied with article 13(1).

3. In January 2026 Duarte Sequeira, a Portuguese football agent, signs three representation agreements. The first, with Lars Dekker, a Dutch coach employed by a Belgian club, covers the negotiation of his appointment as head coach of the Luxembourg national team. The second, with Ana Beatriz Souza, a Brazilian forward registered with a Portuguese club, covers her transfer to another Portuguese club. The third, with Onur Ertaş, a Turkish winger registered with a Turkish club, covers both the extension of his contract and an offer from a Greek club for his permanent transfer. Which of the following statements are correct?

  1. Lars’s agreement has an international dimension under article 2(2)(a) of the FIFA Football Agent Regulations, as it governs a coach’s move to a member association other than that of his previous employer. (Articles 2(2) and 2(3), study pack p. 269) Correct
  2. Ana Beatriz’s agreement has an international dimension under article 2(2) of the FIFA Football Agent Regulations, because she is a Brazilian national playing for a club affiliated to the Portuguese association.
  3. Onur’s agreement has an international dimension under article 2(2)(b) of the FIFA Football Agent Regulations, as one of the specified transactions it governs is connected to an international transfer. (Articles 2(2) and 2(3), study pack p. 269) Correct
  4. Onur’s agreement has no international dimension under article 2(2) of the FIFA Football Agent Regulations, because the first transaction it covers, the extension of his contract with his Turkish club, is domestic.

Correct: A and C. Under article 2(2)(a), an agreement has an international dimension when it governs a specified transaction connected to an international transfer or to a coach’s move to a club of, or to, a member association other than that of the previous employer; Lars leaves a Belgian club for the Luxembourg association (A). Under article 2(2)(b), an agreement covering more than one specified transaction has an international dimension if one of them is connected to an international transfer, so Onur’s agreement qualifies although the extension is domestic (C right, D wrong). Nationality plays no part in article 2(2): Ana Beatriz moves between two Portuguese clubs, so article 2(3) sends her agreement to the Portuguese national football agent regulations (B wrong).

4. Grace Ezeoke, a Nigerian football agent licensed by FIFA and based in London, signs a representation agreement on 10 March 2026 with Callum Reid, a Scottish striker who lives in Scotland and is registered with Kinross Athletic, a Scottish club. The agreement covers only Callum’s transfer to Glenmoor FC, another Scottish club, and states that it is governed by the FIFA Football Agent Regulations. Which of the following statements is correct?

  1. The FIFA Football Agent Regulations govern the agreement because the parties chose them, and article 3(3) of those Regulations allows the parties to opt for stricter rules than the national ones.
  2. The English member association’s national football agent regulations govern the agreement, as article 2(3) of the FIFA Football Agent Regulations looks to where the football agent is based at signature.
  3. The agreement has an international dimension under article 2(2) of the FIFA Football Agent Regulations, because Grace is based in England and Callum in Scotland, which have separate member associations.
  4. The Scottish member association’s national football agent regulations govern the agreement under article 2(3) of the FIFA Football Agent Regulations, and they may be stricter than articles 11 to 21. (Articles 2(3), 3(3) and 3(2), study pack pp. 269-270) Correct

Correct: D. Article 2(3) provides that where an agreement governs football agent services not related to specified transactions connected to an international transfer, the national football agent regulations of where the client is registered or domiciled when the agreement is signed shall apply; Callum is registered and lives in Scotland. Article 3(3) lets member associations adopt stricter measures than articles 11 to 21. A is wrong: article 2(3) is mandatory, and article 3(3) gives the power to be stricter to member associations, not to the parties. B is wrong because article 2(3) looks to the client, not the agent. C is wrong because article 2(2) turns on an international transfer or a coach’s move abroad, not on where the agent is based.

5. Ashcombe Rovers FC, an English club, engages Sorin Vlădescu, a Romanian football agent, under a representation agreement to find it a left-back, and in July 2026 signs one from a Belgian club through him. In August 2026 the club’s chief executive, Helen Marsh, learns that the head of recruitment accepted a watch worth GBP 12,000 from Sorin a week after the signing. She would prefer to deal with the matter internally. In September 2026 the English member association asks the club for its correspondence with Sorin. Which of the following statements are correct?

  1. The club must cooperate with the member association’s request, as article 18(1)(d) of the FIFA Football Agent Regulations obliges clients to cooperate with requests concerning a football agent. (Articles 18(1), 18(2) and 2(1), study pack pp. 269-287) Correct
  2. The club can meet its duty under article 18(1)(g) of the FIFA Football Agent Regulations only by reporting the gift immediately to FIFA, a confederation or a member association. (Articles 18(1), 18(2) and 2(1), study pack pp. 269-287) Correct
  3. The club need not report the gift, as the watch went to the head of recruitment personally and article 18(2)(b) of the FIFA Football Agent Regulations binds only the client itself.
  4. The club must report the gift within 14 days of learning of it, under article 18(1)(f) of the FIFA Football Agent Regulations, so it may first complete its internal inquiry.

Correct: A and B. The left-back’s move from a Belgian club is an international transfer, so article 2(1)(b) brings conduct connected to it within the Regulations. Article 18(1)(d) requires clients to cooperate with the relevant body of each member association, confederation or FIFA on any request relating to a football agent (A). Article 18(2)(b) bars clients and their officials from accepting any undue advantage from a football agent, so the head of recruitment’s acceptance of the watch is a breach, which article 18(1)(g) requires the club to report immediately to FIFA, the confederations or member associations (B); failing to report is itself a breach under article 18(2)(h). C is wrong because article 18(2)(b) expressly covers a client’s officials. D is wrong because the 14-day period in article 18(1)(f) applies to uploads to TMS, not to reporting breaches.
